第三，堅持拓展安全合作。中國愿與東盟國家以國際法和規(guī)則為基礎(chǔ)，打造以東盟為中心、開放包容的亞太安全架構(gòu)。繼續(xù)全面有效落實DOC，加強(qiáng)海上務(wù)實合作，穩(wěn)步推進(jìn)COC磋商進(jìn)程，確保南海局勢穩(wěn)定。在反恐、防災(zāi)減災(zāi)、人道主義援助等領(lǐng)域開展更多合作，共同應(yīng)對安全挑戰(zhàn)，共同維護(hù)地區(qū)穩(wěn)定。

　　第四，堅持?jǐn)U大人文交流。應(yīng)繼續(xù)密切中國—東盟在文化、科技、環(huán)保、旅游等領(lǐng)域合作，加強(qiáng)青年、媒體、智庫和地方交流。雙方已同意將明年確定為中國—東盟媒體交流年，我們要充分發(fā)揮媒體的橋梁紐帶作用，進(jìn)一步推動雙方民眾的相識、相知、相親。

Third, they should stay committed to broadening security cooperation. China is ready to work with ASEAN countries to build an ASEAN-centered, open and inclusive Asia-Pacific security framework on the basis of international law and rules. We will continue to implement the DOC fully and effectively, strengthen practical cooperation at sea, steadily press ahead with COC negotiation and maintain stability in the South China Sea. More cooperation should be carried out in the areas of counter-terrorism, disaster prevention and mitigation, and humanitarian assistance to jointly address security challenges and keep the region stable.

Fourth, they should stay committed to expanding cultural and people-to-people exchange. China-ASEAN cooperation in the fields of culture, science and technology, environmental protection and tourism should be strengthened, and exchanges among youth, media, think tanks and local governments should be enhanced. The two sides have agreed to designate next year as the Year of Media Exchange. We should give full play to the role of media in connecting people from both sides and enable them to get to know, understand and like each other.

　　泰國是東盟重要成員，在東盟創(chuàng)建和發(fā)展進(jìn)程中發(fā)揮了舉足輕重的作用。泰國地處海陸東盟連接地帶，具有開放包容、兼收并蓄的風(fēng)范，是推進(jìn)東盟經(jīng)濟(jì)一體化、縮小地區(qū)發(fā)展差距、增強(qiáng)東盟整體競爭力的重要推動力量。泰國也是中國—東盟關(guān)系的積極推動者，在中國—東盟框架下同中方保持了密切良好的合作。泰國將擔(dān)任東盟輪值主席國，中國作為泰國的好鄰居、好朋友、好伙伴，將提供全力支持，也期待泰國發(fā)揮獨特影響力，推動中國—東盟關(guān)系再上新臺階。

Ladies and gentlemen, dear friends,

Thailand is an important member of ASEAN who has played a decisive role in the process of ASEAN's founding and development. Thailand is situated at the land and maritime junction of ASEAN. Open and inclusive, Thailand is an important driving force that propels ASEAN economic integration, narrows the regional development gap and enhances the overall competitiveness of ASEAN. Thailand is also an active promoter of China-ASEAN relations and has maintained close and good cooperation with China under the framework of China-ASEAN. Thailand will assume the rotating chairmanship of ASEAN. China, as a good neighbor, friend and partner of Thailand, will provide full support and look forward to Thailand's unique influence in pushing China-ASEAN relations to a new level.
