中國(guó)既是東盟永遠(yuǎn)的鄰居，也是東盟值得信賴的伙伴。未來(lái)，我們將繼續(xù)堅(jiān)定不移地把東盟置于中國(guó)外交全局的重要位置和周邊外交的優(yōu)先方向，與東盟建設(shè)更為緊密的命運(yùn)共同體。中方愿以建立戰(zhàn)略伙伴關(guān)系15周年為契機(jī)，不斷提升務(wù)實(shí)合作水平，把中國(guó)和東盟進(jìn)一步打造成引領(lǐng)區(qū)域乃至全球發(fā)展的“雙引擎”。我認(rèn)為，未來(lái)中國(guó)—東盟合作應(yīng)在過(guò)去良好基礎(chǔ)之上，做好四個(gè)“堅(jiān)持”：

　　首先，堅(jiān)持深化政治互信。雙方已就《中國(guó)—東盟戰(zhàn)略伙伴關(guān)系2030年愿景》達(dá)成共識(shí)，將在今年11月領(lǐng)導(dǎo)人會(huì)議上發(fā)表。相信雙方將在這份重要文件的指引下，進(jìn)一步加強(qiáng)戰(zhàn)略溝通，開(kāi)展更高水平的戰(zhàn)略合作，推動(dòng)中國(guó)—東盟關(guān)系行穩(wěn)致遠(yuǎn)。

China will always be ASEAN's neighbor and trustworthy partner. In the future, we will place ASEAN in an important position in China's overall diplomacy and give priority to ASEAN in China's neighborhood diplomacy, so as to build a more closely-knit community of shared future with ASEAN. China is willing to take the 15th anniversary of the establishment of strategic partnership as an opportunity to continuously elevate the level of practical cooperation and turn China and ASEAN into "twin engines" leading regional and even global development. In my point of view, China and ASEAN should stay committed to four aspects when pursuing further cooperation on the basis of the past achievements.

First, they should stay committed to deepening political mutual trust. The two sides have already come to an agreement on the Vision for China-ASEAN Strategic Partnership 2030, which will be presented at the Leaders' meeting in November this year. It is believed that under the guidance of this important document, the two sides will further strengthen strategic communication, carry out higher-level strategic cooperation and work for the steady and long-lasting growth of China-ASEAN relations.

　　其次，堅(jiān)持提升務(wù)實(shí)合作。雙方致力于共同維護(hù)以規(guī)則為基礎(chǔ)的自由貿(mào)易體制，推動(dòng)形成更加開(kāi)放的世界經(jīng)濟(jì)。正結(jié)合各自優(yōu)勢(shì)和發(fā)展需求，加強(qiáng)“一帶一路”倡議和《東盟共同體愿景2025》的對(duì)接，深化經(jīng)貿(mào)、投資合作。雙方也將以中國(guó)—東盟創(chuàng)新年為契機(jī)，繼續(xù)深化在智慧城市、數(shù)字經(jīng)濟(jì)、人工智能、互聯(lián)網(wǎng)+等新業(yè)態(tài)、新領(lǐng)域的合作，推動(dòng)中國(guó)—東盟務(wù)實(shí)合作提質(zhì)升級(jí)。

Second, they should stay committed to enhancing practical cooperation. The two sides jointly uphold the rule-based free trade system and a more open world economy. In keeping with their respective advantages and development needs, the two sides are working to synergize the Belt and Road Initiative with the ASEAN Community Vision 2025, and deepen trade and investment cooperation. The two sides will also take the China-ASEAN Year of Innovation as an opportunity to advance cooperation in smart cities, digital economy, artificial intelligence, Internet Plus and other new businesses and new fields, and upgrade China-ASEAN practical cooperation.
