四是安全合作持續(xù)拓展。中國(guó)同東盟國(guó)家就“南海行為準(zhǔn)則”單一磋商文本草案達(dá)成一致，在全面有效落實(shí)《南海各方行為宣言》方面取得一系列成果，積極開(kāi)展海上務(wù)實(shí)合作，維護(hù)了南海局勢(shì)趨穩(wěn)向好勢(shì)頭。中國(guó)東盟海上聯(lián)合演習(xí)將于本月底舉行，標(biāo)志著雙方在安全防務(wù)領(lǐng)域的合作進(jìn)一步深化。

　　可以說(shuō)，中國(guó)—東盟合作已成為亞太區(qū)域合作中最為成功和最具活力的典范，中國(guó)和東盟成為閃耀國(guó)際舞臺(tái)的“雙子星”，不僅為雙方20億人民帶來(lái)實(shí)實(shí)在在的利益，更有力促進(jìn)了地區(qū)乃至世界的和平穩(wěn)定和繁榮。

Fourth, security cooperation between the two sides is broadening. China and ASEAN countries have reached an agreement on the single draft negotiating text of the Code of Conduct in South China Sea (COC), and made continuous progress in fully and effectively implementing the Declaration on the Conduct of Parties in the South China Sea (DOC). China and ASEAN countries actively carry out practical cooperation at sea and maintain the good momentum of stability in the South China Sea. The China-ASEAN joint maritime exercises will be held at the end of this month, marking the further deepening of bilateral cooperation in the field of security and defense.

It is fair to say that China-ASEAN cooperation has become the most successful and dynamic model for cooperation in the Asia-Pacific region. China and ASEAN are like the binary star shining on the international stage, delivering tangible benefits to the two billion people from the two sides, and promoting peace, stability and prosperity of the region and beyond.

　　回首過(guò)往，中國(guó)—東盟關(guān)系之所以能夠取得廣泛豐富的成果，得益于雙方始終堅(jiān)持平等相待、相互尊重、開(kāi)放包容、合作共贏的原則，尊重彼此核心利益和重大關(guān)切，照顧好對(duì)方舒適度。特別是“一帶一路”倡議提出以來(lái)，雙方秉承“共商、共建、共享”精神，全面拓展和深化各領(lǐng)域務(wù)實(shí)合作，取得豐碩成果。在當(dāng)前國(guó)際形勢(shì)深刻復(fù)雜變化，不穩(wěn)定不確定因素突出，單邊主義、保護(hù)主義加劇，多邊主義進(jìn)程受到?jīng)_擊，國(guó)際規(guī)則受到挑戰(zhàn)的背景下，這些原則和做法尤為難能可貴。

　　展望未來(lái)，中國(guó)與東盟關(guān)系已進(jìn)入全方位發(fā)展的新階段，合作潛力巨大前景廣闊。今年是中國(guó)改革開(kāi)放40周年，習(xí)近平主席4月在博鰲亞洲論壇上明確向世界發(fā)出“中國(guó)開(kāi)放的大門(mén)不會(huì)關(guān)閉，只會(huì)越開(kāi)越大”的宣示。“一帶一路”倡議日益深入人心，合作成果不斷顯現(xiàn)。這些都為世界發(fā)展提供了新機(jī)遇。東盟國(guó)家作為中國(guó)的近鄰和親密合作伙伴，必將能夠從中更多獲益。今年也是東盟第二個(gè)50年的起步之年，隨著《東盟共同體愿景2025》不斷落實(shí)，東盟共同體建設(shè)將取得更大成果，給地區(qū)國(guó)家和人民帶來(lái)更為積極的發(fā)展變化。

Looking back on the past, the reason why China-ASEAN relations can achieve extensive and rich results is that both sides adhere to the principles of equality, mutual respect, openness, inclusiveness and win-win cooperation, respect each other's core interests and major concerns, and accommodate each other's comfort level. In particular, since the Belt and Road Initiative was put forward, China and ASEAN has expanded and deepened pragmatic cooperation in all areas in an all-round manner and achieved fruitful results by adhering to the principle of achieving shared growth through discussion and collaboration. These principles and practices are invaluable especially as the current international landscape is undergoing profound and complex changes, with rising uncertainties and destabilizing factors, a growing trend toward unilateralism and protectionism, and severe challenges to multilateralism and international rules.

Looking ahead into the future, China-ASEAN relations have entered a new stage of all-round development, with great potential and broad prospect for cooperation. This year marks the 40th anniversary of China's reform and opening up. At the Boao Forum for Asia in April, President Xi Jinping made it clear to the world that the door of China's opening up will not be closed, but will only open even wider. The Belt and Road Initiative is gaining popularity and the outcomes of cooperation are emerging. All these provide new opportunities for the development of the world. ASEAN countries, as China's neighbors and close partners of cooperation, will certainly gain more benefits. This year is also the beginning of the second 50 years of ASEAN. With the implementation of the ASEAN Community Vision 2025, the development of the ASEAN Community will make further headway and bring more positive changes to countries and people of the region.
