The first part of this paper has explained that farmers are pushed and pulled into cities by economic forces. However，the above figures show that despite of such forces, most farmers do not change their goals, because the hukou policy has fixed their life expectation. PPF (push and pull forces) can only affect short-term activities. It is the hukou policy that has the greatest impact on farmers1 long-term expectations and even the life cycle. As an important part of the social structure, the hukou policy changes the general rules of iabor flow in the free market economy. It sef up iron rules under the planned economy and people formed their life expectations accordingly. Once the goals set up, it takes

generations to change. This, to some extend, explains the psycliological reason of William's Culture Inertia phenomenon.
